This API adds a vcpu to a virtual machine. The vcpu id is a small integer
-in the range [0, max_vcpus).

interrupt_bitmap is a bitmap of pending external interrupts. At most
one bit may be set. This interrupt has been acknowledged by the APIC
but not yet injected into the cpu core.

5. The kvm_run structure
