mlx4: fix mlx4_en_set_rxfh()

mlx4: fix mlx4_en_set_rxfh()

mlx4_en_set_rxfh() can crash if no RSS indir table is provided.

While we are at it, allow RSS key to be changed with ethtool -X

Tested:
