qt4-tools-native; added dependency on libsm-native

fso-specs: DEPEND on libxslt-native

This is for building binary locales for SH3 via qemu. Note that
qemu-native has no support for sh3, one has to provide Qemu
outside of OE. Qemu only has the qemu-sh4 applet, but
since SH4 is a superset of SH3, simply linking qemu-sh4 to
qemu-sh3 and enabling ASSUME_PROVIDED += "qemu-native" will
do.

udev-141: added support for buglabs's bug device

The udev configurations files are needed for Xorg configuration
  for buglabs's bug device that will be commited later,
  in order to find the right device nodes for the touchscreens

Note that the script creating the bmi(Bug module interface)
  event pipe has not been commented out,because it will be needed
  when the java bindings for the bug device will be in openembedded

The udev rules were took from buglabs svn:

* xcmiscproto was mis-spelled as 'xmiscproto'

  it started to pull that and 1.2 needs newer 1.4.1 utils-macros

Since we are working with 3 different archs (mips/sh3/arm)
we require versions that compile on all those platforms.
We update the gcc/glibc versions so that sh3 starts
building again. We also adjust the imagefile naming
and some minor version settings.

gcc: Enable mips plt extentions if DISTRO_FEATURE has mplt.

* Newer gcc (4.4+) has implemented -mplt option to
  enable PLT and copy relocation extentions of MIPS ABI
  which makes shared code run a lot faster. This feature
  is however controlled by DISTRO_FEATURES which should
  add 'mplt' to DISTRO_FEATURES to enable it.
