Add initial rootfs population .oe, and a test for multiple _append/_prepend, which exercises the new version of that code.

Enclosed are the initial oe files for a ppc toolchain for
embedded 4xx processor systems without floating point hardware.
Currently these are designed for use on a native ppc system. This
will change shortly to allow for the cross case.
