common: Drop CONFIG_POST_STD/ALT_LIST

These CONFIG options are not used anymore. CONFIG_POST_ALT_LIST just
causes CONFIG_POST_STD_LIST to be set and it causes tests.c to be
compiled. So just make compiling tests.c unconditional.
