perf/x86/intel: Add Ivy Bridge-EP uncore support

The uncore subsystem in Ivy Bridge-EP is similar to Sandy
Bridge-EP. There are some differences in config register
encoding and pci device IDs. The Ivy Bridge-EP uncore also
supports a few new events.
