[SCSI] libfcoe: No solicitation if adv is dropped

Host does not send discovery solicitation messages if Disc. Adv
from FCF are dropped. It restarts sending solicitation only
after receiving a Discovery Adv. from FCF. Fix is to restart
solicitation immediately after CVL processing.
