net: lwip: enable debug traces for SNTP when CONFIG_LWIP_DEBUG is set

Now that SNTP is supported, enable SNTP debug traces when LWIP_DEBUG is
enabled. In particular, this allows to see which NTP servers are
received during DHCP.
