Subject: [PATCH] Audit: split audit watch Kconfig

Audit watch should depend on CONFIG_AUDIT_SYSCALL and should select
FSNOTIFY.  This splits the spagetti like mixing of audit_watch and
audit_filter code so they can be configured seperately.
