Subject: [PATCH] MIPS: Octeon: Serial port fixes for OCTEON simulator.

For the simulator, fake a slow clock to get fast output.

In prom_putchar we have to mask the value so the simulator doesn't
ASSERT when printing non-ASCII characters.
