Subject: [PATCH] Staging: octeon-ethernet: Convert to use PHY Abstraction
 Layer.

The octeon-ethernet driver shares an mdio bus with the octeon-mgmt
driver.  Here we convert the octeon-ethernet driver to use the PHY
Abstraction Layer.
