Subject: [PATCH] bridge: Add netlink support for vlan_protocol attribute

This enables bridge vlan_protocol to be configured through netlink.

When CONFIG_BRIDGE_VLAN_FILTERING is disabled, kernel behaves the
same way as this feature is not implemented.
