Subject: [PATCH] net-timestamp: expand documentation and test

Documentation:
  expand explanation of timestamp counter

Test:
  new: flag -I requests and prints PKTINFO
  new: flag -x prints payload (possibly truncated)
  fix: remove pretty print that breaks common flag '-l 1'
