Subject: [PATCH] [SCSI] bfa: Flash controller IOC pll init fixes.

Made changes to resume the flash controller if it is halted before going
ahead with flash controller pause/resume logic.
Made changes to avoid clearing off the interrupts during the initial
pll initialization.
