Subject: [PATCH] MIPS: APRP: Fix the linking of rtlx interrupt hook

There are 2 errors with the existing aprp_hook linking:
- The prefix CONFIG_ is missing;
- The hook should be linked exclusively in the cases of MT and CMP.
