Subject: [PATCH] powerpc: Build little endian ppc64 kernel with ABIv2

Build the little endian ppc64 kernel with ABIv2 if the toolchain
supports it. We can identify an ABIv2 capable toolchain by the
-mabi=elfv2 compiler flag.
