Subject: [PATCH] Smack: adds smackfs/ptrace interface

This allows to limit ptrace beyond the regular smack access rules.
It adds a smackfs/ptrace interface that allows smack to be configured
to require equal smack labels for PTRACE_MODE_ATTACH access.
