Subject: [PATCH] sched: run sched_domain_debug() if CONFIG_SCHED_DEBUG=y

run sched_domain_debug() if CONFIG_SCHED_DEBUG=y, instead
of relying on the hand-crafted SCHED_DOMAIN_DEBUG switch.
