These files are supposed to be user editable to add/change entries and for
other packages to be able to append entries. This also now matches how other

scummvm: use autotools' do_install, improve packaging

iana-etc 2.20: Don't install as /etc/services and /etc/protocols as these
conflict with those from net-base. Instead install them as
/etc/protocols.iana and /etc/servcies.iana. Users will need to manually copy
over any entries they need (or the entire file.) See #2505 for details.

net-snmp 5.4.1: Minor updates:
 - Disable perl as it does not build with it enabled
 - The CONFFILES apply to all distros, not just one of them
 - Use the update-rc.d bbclass

net-snmp: Add 5.4.1

The current net-snmp version in OE (5.1.2) is an old release from an
unsupported release train (5.1.x).
Further more, there it is using socket option SO_BSDCOMPAT which is no longer
supported in Linux (at least in current 2.6 kernels).
I have attached a patch for upgrading. I am not sure about my changes to
DEPENDS and RDEPENDS, so please verify.

iproute2 2.6.22: Fix the uclibc build of the latest iproute2.

quagga: Added version 0.99.8, dropped 0.99.4.

iproute2: Drop some older versions.
