util-linux-ng: Clean up native config bits.
We don't need the ncurses stuff for how we use this, so disable it
(and bump INC_PR). In util-linux-ng_2.17.bb the override to add
some bits to the native recipe was killing all of the other parts
so change the syntax so it doesn't, and set PR=INC_PR (now that
INC_PR is bumped).

libffi_3.0.9.bb : add a BBCLASSEXTEND version of latest libffi
Initially taken from poky with changes required for OE. Poky recipe is much
simpler than the ones we have in OE and it seems we have a lot of historic that
is no longer needed.

glib-2.0_2.26.1: remove `DEFAULT_PREFERENCE = "-1"`
Since commit 07d94e [1] (upstream 2729be [2]) task `configure` of `libfso-glib` fails with the following error, since GLib 2.26 is needed and Minimal and Minimal uClibc just provide GLib 2.24 since `glib-2.0_2.26.1.bb` has `DEFAULT_PREFERENCE = "-1"` set.

classes/cpan: fix bin/script/man1/man3 installation dirs
Strange that it wasn't done before, but if some perl module wants to install
man pages or some binaries or scripts they all were installed with wrong prefix.

perl 5.10.1: fix archlib(exp) and privlib(exp) vars in target configs
These vars can be used to derive build flags for perl modules and thus should
point to build-time directories in staged configs.
