util-linux-ng: fix DEPENDS
* it picks up pam from staging if it's built, so add it to DEPENDS with DISTRO_FEATURES guard
* remove bogus IMAGE_FEATURE check since u-l-ng is supposed to be used in images with or without udev
Recipes are not allowed to make compile decisions based on the image that's going to get built, since that breaks package management severely.
More to the point: What happens when you do 'bitbake util-linux-ng' and later do 'bitbake foo-image' where foo-image sets a different IMAGE_DEV_MANAGER?

syslog-ng: increase u-a priority to 200
Priority for update-alternatives was 50 before which was the
same like the one for busybox-syslog. Resulting order now is:
* 300 rsyslogd
* 200 syslog-ng
* 100 sysklogd
* 50 busybox-syslog

gzip: update to 1.4, add native
- CVE-2010-0001 affects gzip < 1.4, so updated to 1.4. Also removed prior
version, as no distributions appeared to pin it.
- Added BBCLASSEXTEND="native"
- Added myself as the maintainer in MAINTAINERS
- Move all binaries into /bin, not just the 3 we use with update-alternatives.
- Simplify the recipe, run oe-stylize + tweaks

ti-edma3lld-sysbios: Add new EDMA3LLD (v2.x)
* Add support for EDMA3 Low Level Driver (v2.10.03.04)
* This version is based on SysBios (aka BIOS6) and hence needs a different package name
* Some targets supports both EDMA3LLDv1 and EDMA3LLDv2
* Allow side-by-side install (alongside v1) using different install paths
