gedit_2.30.0: Set `LICENSE` to GPLv2+ for real.

Set

In commit 860f29 [1] `LICENSE` was just set to `GPLv2` instead of `GPLv2+` in contrary to the commit message and the intention.

Thanks for Andreas Oberritter to spotting this [2].
