Revert "USB: prevent buggy hubs from crashing the USB stack"

This reverts commit de3e365127bc56dd0b1f8d684b184d43efcd50b4 as it
breaks the musb host controller.  This patch will come back after the
musb fix goes upstream to Linus's tree.
