[PATCH] ppc32: add <linux/compiler.h> to <asm/sigcontext.h>

On ppc32, <asm/sigcontext.h> uses __user, but doesn't directly include
<linux/compiler.h>.  This adds that in.  Without this, glibc will not
compile.
