libfsotransport: enable palmpre-hsuart for all

* machine override without MACHINE_ARCH is bad idea
* 11:05:19 < mickey|office> palmpre hsuart support doesn't hurt
* 11:05:59 < mickey|office> palmpre support can be compiled in unconditionally for all platforms
