Drop WaDisablePwrmtrEvent:chv as it's no longer needed.

Also remove the WaSetMaskForGfxBusyness:chv note, but we still
leave the GEN6_RP_MEDIA_IS_GFX bit enabled as that's still the
recommended setting.
