ARM: OMAP: Select GENERIC_CLOCKEVENTS for 32KiHz timer

This works both on omap1 and omap2, and does not compile
without GENERIC_CLOCKEVENTS.

We may want to enable this for omap2 in general once
Kevin has patches ready for timer-gp.
