dm3730-am3715-evm: Add dm3730-am3715-evm machine

* Create the machine configuration file for the dm3730-am3715-evm
  machine type.  This machine type supports EVMs based on the
  DM37xx or AM37xx SoCs.
* Specified the PREFERRED_PROVIDER and VERSION for u-boot
