meta-toolchain: Various corrections after the layout_* variable removal (from Poky)

* Drop the inherit sdk since it only gains us a single path and a world of pain.
* Fix up paths to use SDKPATH instead of prefix.
* Drop layout_* variable usage
* Correct opkg control file locations
