This patch removes typedef for _S_MIBS_CLASSIFIER_RULE, and
changes the name of the struct to bcm_mibs_classifier_rule.
In addition, any calls to typedef S_MIBS_CLASSIFIER_RULE are
changed to call the struct directly.
