cpufreq: MAINTAINERS: Add co-maintainer

Add Viresh as a co-maintainer of cpufreq framework.

This would mostly be for cpufreq core and ARM drivers but not
restricted to them.

Also add a pointer to the git tree cpufreq patches are pulled into.
