fetchmail: ensure fetchmail builds with USE_NLS=no in 6.2.5

  - on systems without NLS (i.e. USE_NLS=no in the config)
  - fetchmail will still reference libintl.h unless
  - --disable-nls is used, inheriting gettext ensures that
  - the correct nls option is passed to config
