[PATCH] ARM: OMAP: OMAP2 clk_set/round rate fixes

This fixes a couple bugs in the OMAP2 clock management code. Calls to
clk_set_rate() for the root DSS clocks showed a couple bugs.  Testing in
tree's shows this fixes the problems.
